Elizabeth (Liz) Ludan is the Women, Peace & Security (WPS) Exercise and Security Cooperation Integrator at the U.S. IndoPacific Command’s Strategic Planning and Policy Directorate
(USINDOPACOM J5). The USINDOPACOM J5 Office of WPS is a team of five personnel developing and implementing inclusive security strategies that advance stability and human rights across
the Indo-Pacific. Liz’s role as WPS Integrator is to incorporate WPS principles into USINDOPACOM doctrine and security cooperation planning.
Prior to joining the Office of WPS, Liz served as a Strategic Communications Specialist with the J5 Multilateral InitiativesTeam. As part of the Multilateral Team, Liz supported key leadership engagements with senior U.S. and international stakeholders across the public, private, and nonprofit sectors to strengthen cooperation on issues of mutual concern to USINDOPACOM and partners across the Indo-Pacific. Before joining USINDOPACOM J5, Liz served as an Associate with Zeichner Risk Analytics (ZRA) in Arlington, VA, providing strategic advice and support to inform federal and private sector clients’ risk management decisions. Liz reported on national and international regulatory trends related to cybersecurity and infrastructure security risk management, law and policy. Prior to ZRA, Liz worked for the National Democratic Institute for International Affairs (NDI) on human rights and governance projects across Asia. Liz began her career coordinating cultural exchange events for the Public Affairs Section at the Embassy of Japan in Washington, D.C. after participating in the Japan Exchange and Teaching (JET) Program.
Liz holds an M.A in Foreign Affairs from The Fletcher School of Law and Diplomacy at Tufts University. She earned a B.A in Political Science and Anthropology with a minor in East Asian
Studies from McGill University. Liz trained as a mediator through the Massachusetts court system and speaks Japanese.
