COAST GUARD VICE ADMIRAL JOSEPH M COYME is the 28th Commander of the Maritime Safety Services Command (MSSC).
He is a proud member of the Philippine Military Academy (PMA) "Bantay-Laya" Class of 1994. He pursued further studies and obtained his Master of Shipping Business Management (MSBM) degree from the Post Graduate School of Philippine Merchant Marine Academy (PMMA), and is currently taking Doctor of Philosophy in Development Administration Major in Public Governance at the Philippine Christian University.
Throughout his career in the PCG, CG Vice Admiral Coyme has served various significant positions, such as Commander of the Human Resource Management Command (HRMC), Commander of the CG Ready Force (now known as CG Fleet), Commander of CG District Northwestern Luzon (NWLZN) and CG District Southwestern Mindanao (SWM), and Station Commander of CGS Mapun, CGS Pagadian, and CGS Cotabato. He was also designated as the Commander of the CG Public Information Office (CGPIO) and the Deputy Chief of Coast Guard Staff for Personnel (CG-1). He has also completed his Command-at-Sea onboard three (3) CG vessels, namely MCS 3004, BRP Romblon (SARV 3503), and BRP Edsa (SARV 002).
CG VADM COYME has accomplished several notable achievements in his career. He was the Commander of TF Maharlika 2, responsible for the successful mass rescue operation of 113 passengers of the ill-fated Maharlika 2 that sank in Surigao Strait in 2015. He was also one of the key officers that drafted the Rationalization Plan of 2007 and the TOE of 2017, highlighting his skills in organizational planning and management.
During the early stage of the pandemic in 2020, he was the first designated senior officer to organize the PCG RT-PCR Task Unit that conducted swab tests on almost 35,000 Returning Overseas Filipino Workers (ROFWs) stranded in 192 hotels in NCR and Region IV-A. This noteworthy accomplishment was recognized by the Philippine Military Academy Alumni Association Inc. (PMAAAI) and was selected as one of the best stories of an alumnus in the book entitled, "More Than Just a Motto: Cavaliers' Stories of Courage, Integrity, and Loyalty."
Additionally, with his sterling leadership as the Commander of the Task Force Kaligtasan sa Karagatan (TF KsK), the Task Force was able to successfully install five (5) ocean buoys in four (4) islands located in the West Philippine Sea (WPS) – Lawak, Likas, Parola, and Pag-asa and also installed four (4) lanterns in Batanes group of islands specifically Itbayat, Sabtang, Ivana, and Mahatao light stations, which are considered to be the source of national pride of all Filipinos over the claimed islands in WPS and outlying islands in the northernmost part of Luzon.
In 2017, the well-decorated Vice Admiral was recognized by the PMA as the distinguished cavalier awardee in the field of coast guard operation, the highest recognition given to its alumnus for outstanding achievements on their respective field.
Vice Admiral Coyme's dream for the PCG is to be a world-class maritime organization that is highly equipped and capable of discharging its mandates effectively and efficiently. He further envisioned the PCG to be manned by competent, disciplined, qualified, and highly skilled coast guard personnel who are the main drivers to make the PCG relevant, reliable, and ready at all times.
In his remaining years in active service, CG VADM COYME intends to focus on the four (4) doable actions that he believes will significantly contribute to the growth and development of the PCG: (1) the amendment of CG Law; (2) passage of CG Modernization Law; (3) implementation of CG Functional Service Specialization; and (4) crafting of Shipboard Management Policy for Non-officers.
