This session examines the security landscape in the Indo-Pacific region in the wake of Ukraine. What regional dynamics are driving the need for integrated deterrence and how are countries aligning on sense of urgency and threat perception? What does alignment look like/mean and if we don’t think it's there yet what do we do about it?

This session predicts the most likely mission-sets for the US, allies, and partners across the Indo-Pacific, and specifically those that deter a potential aggressor. What does success look like? And what must be done to achieve it?

What technologies will be essential for the task of integrating services and forces across the spectrum of multi-domain conflict? Which services and commercial leaders and commercial constructs are best equipped to delivering those technological sectors? What are the obstacles to developing these technologies? How do we go faster to deliver those? What do we need industry to do? What does Government need to do to enable that?

What steps need to be taken to help integrate policy planning and strategy between services and between various allies? How do we move from interoperability to interchangeability and in which areas MUST we do that?

This session examines ways that allies and partners can improve C5ISR in the short-term. What does an “ideal” battle network look like? Does it have to be bespoke and a priori or can we do what they have done in Ukraine so successfully and use commercial applications and equipment to do this at pace?

This session examines the operational lessons coming out of the Ukraine battlespace. How relevant are the lessons of Ukraine to the Indo-Pacific at the operational level? What developments from Ukraine – in the information, data, tactical, and organizational spaces – are most relevant to our efforts to integrate forces? And what are not?

This session looks at the ambitions for data-sharing in a hostile environment and looks at the requirements put forward by the US and its allies to deter. What blockages exist in this area? What constitutes ‘good enough’ in this space where less data equals less bandwidth equals more resilience?

This session looks at top inhibitors to faster integration for the defense industry and within the US security cooperation programs. What are the lessons from AUKUS in terms of US regulatory landscape? This is about increasing industrial capacity aka ‘Freedoms Forge’ and Knudsen – how do we do that now before it is too late?

This session will see groups of 8 sit down at tables with a facilitator and a note-taker at each table. Each table will have a different topic including:

1. What are the regulatory obstacles to greater integration efforts inside the US?
2. What are the primary obstacles inside US defense industry to greater integration?
3. How do we overcome regulatory obstacles inside the US system?
4. What are the primary policy obstacles to greater integration inside your country?
5. Who are the main stakeholders in this debate? What role should each actor have to help with integration?
6. How did the US and its allies adjust the regulatory landscape to assist Ukrainian armed forces? What can be applied to the Indo-Pacific region?

This session looks at what lessons have been learned from the past two days. Senior officials will moderate a session that draws from the breakout groups and seeks to refine those insights into clear recommendations. This will be ranked in importance, by stakeholder, and by country. These recommendations can be debated until some consensus is reached by the group.
