Dr. Andreas Kuehn is a Senior Fellow at Observer Research Foundation America where he leads research on international cybersecurity cooperation within ORF America’s Cyberspace Cooperation Initiative. His work focuses on the new risks and challenges in international security at the intersection of emerging technology, cybersecurity, and technology governance.

His report, Weathering Tech Nationalism: A Security and Trustworthiness Framework to Manage Cyber Supply Chain Risk, examines trustworthiness and security in global ICT supply chains and outlines a framework to build trust and manage third-party risk. Other areas of recent work include: the implications of U.S. cyber strategy on international cybersecurity, the cybersecurity cooperation paradox, supply chain security capacity building, smart cities as sociotechnical systems, and cyber insurance. Dr. Kuehn also organizes and participates in international convenings, Track-2 meetings and working groups to foster trust through dialogue and exchange.

Prior to joining ORF America, Dr. Kuehn was a Senior Program Associate at the EastWest Institute, where he led the development of EWI’s breakthrough group efforts and worked on U.S.-Russia and U.S.-China cybersecurity issues. Before that, he was a Cybersecurity Fellow at Stanford University and an adjunct researcher at RAND Corporation. He received his M.Sc. in Information Systems from the University of Zurich and holds a Ph.D. in Information Science and Technology from Syracuse University.

Mr. Yasushi Noguchi is Director General for International Affairs for Japan's Bureau of Defense Policy at the Ministry of Defense (MOD). He graduated from Kyoto University in 1990 with a Bachelor of Laws. He has held multiple roles, including Director for the International Peace Cooperation Division at Japan's Ministry of Foreign Affairs (MOFA); Counsellor and Secretariat of Special Response Headquarters for Supporting Livelihood of Disaster Victims for Great East Japan Earthquake 2011 (Prime Minister’s Office); Director, Mexico, Central America and Caribbean Division, Latin American and Caribbean Affairs Bureau, MOFA; and Director, Arms Control and Disarmament Division, Disarmament, Non-Proliferation and Science Department, Foreign Policy Bureau, MOFA.

Rear Admiral Pamela Miller is the Command Surgeon for the U.S. Indo-Pacific Command. In 1995, she was selected for the Navy Health Professionals Scholarship Program and commissioned as an ensign in the medical corps. She attended medical school at Des Moines University, earning a Doctorate in Osteopathic Medicine and Master’s in Healthcare Administration. She was deployed in support of Operation Enduring Freedom under Combat Logistics Regiment 15, Camp Pendleton, California and assigned to the surgical facility in Al Taqaddum, Iraq as officer in charge of the mobile shock trauma platoon. Her previous roles include force surgeon, U.S. Marine Corps Forces; commanding officer, Expeditionary Medical Facility Dallas One; and, most recently, reserve fleet surgeon, U.S. Fleet Forces Command. Miller is a Fleet Marine Force Warfare Qualified Officer whose personal awards include the Legion of Merit (two awards), Meritorious Service Medal (four awards), Navy Achievement Medal (two awards), and the Military Outstanding Volunteer Service Medal.

Surgeon Captain Diviya Gautam graduated from the Govt Medical College Patiala in 1992 and was commissioned and seconded to the Indian Navy in 1995. Since then, she has held various appointments in premier Naval Hospitals including INHS Asvini and INHS Kalyani, served at the Naval Dockyard and Coast Guard Headquarters at Mumbai, and commanded the Naval Hospital, INHS Kasturi. Surg Captain Gautam has achieved a range of ‘firsts’, including as the first female Medical Officer to serve an 18 month tenure on board a Naval Tanker INS Jyoti and as the first woman from the Indian Navy to serve on board the U.S. Hospital Ship ‘Mercy’. She is also the only lady officer to wear the Surface Warfare Badge. Presently she is posted at the office of Director General Armed Forces Medical Services at Delhi, coordinating the Indo-Pacific Military Health Exchange. In 2021, she was awarded the prestigious Vishisht Seva Medal for her meritorious service in the Navy.
